Chino, CA real estate: buy or sell with a local AXEN agent
Chino is not Chino Hills. They are two separate cities with different governments. A big share of Chino's newer housing sits on land that was dairy and farm ground until 2003, and most of it carries a city Mello-Roos special tax. The water under the city is court-managed, and the county is cleaning up a solvent plume near the airport.

Chino and Chino Hills are different cities. Chino incorporated in 1910 and Chino Hills in 1991. Listings and search results mix them up constantly. Check the actual city on the parcel before you compare taxes, services or rules.
-
The Preserve is former dairy land. It is roughly 5,435 acres of old farm and dairy ground annexed into Chino in July 2003. That is why almost everything there is new, and why the infrastructure was financed the way it was.
-
Expect a Mello-Roos special tax in the newer areas. Chino runs a long list of community facilities districts, including one with many numbered improvement areas covering The Preserve, plus a separate College Park district. The city posts an annual report for each one, so look yours up by number.
-
College Park is built on old state prison land. The specific plan covers 710 acres in northeast Chino on land the state originally held for a correctional institution, planned around a village centre with homes, retail and college uses.
-
The groundwater is court-managed and partly under cleanup. The Chino Basin was adjudicated in 1978 and is run by a court-appointed watermaster, so pumping rights are set by the judgment rather than by who owns the land on top. Near the airport, the county is cleaning up solvents in groundwater under state water board oversight.
Selling a home in Chino
Name the exact district and improvement area.
Chino has dozens of them. Saying there is Mello-Roos is not a disclosure. California Civil Code 1102.6b makes the seller try in good faith to get the district's own notice and hand it over. Give the buyer the district number and the City of Chino annual report for it.
On the edges, pull well and septic records.
Parcels near The Preserve boundary and the old agricultural preserve were on private wells and septic. Get the permits and abandonment records from the county before you list.
Say which city you are in.
If the parcel is Chino, do not let the listing drift into Chino Hills. Buyers price the two differently and it becomes a dispute later.
Chino real estate questions
Is Chino the same as Chino Hills?
No. They are two separate cities. Chino incorporated in 1910 and Chino Hills in 1991 out of land to the southwest. They have different councils, different budgets and different service arrangements. Always confirm the city on the parcel.
Why does my Chino house have a Mello-Roos tax?
Much of Chino's newer housing sits in a community facilities district that pays for streets, parks and other public work. The Preserve area is covered by a district with many improvement areas, and College Park has its own. The city publishes an annual report for each.
Should I worry about the airport groundwater plume?
It is a real, county-run cleanup for solvents in groundwater near Chino Airport, overseen by the regional water board. The county says homes and businesses above the plume drink municipal water rather than that groundwater. Still ask about it for any parcel on a private well.
Who controls the water under Chino?
The Chino Basin was adjudicated by the court in 1978 and is managed by a watermaster. Pumping rights are set by the judgment, not by whoever owns the land on top. If a property has a well, the right to pump is a separate question from the deed.
Why is so much of Chino brand new?
Because The Preserve, about 5,435 acres of former dairy and farm ground, was annexed into the city in 2003 and built out afterwards. That single annexation reshaped the city's housing stock and explains the district financing attached to it.
