Lakeland, FL real estate: buy or sell with a local AXEN agent

Lakeland owns its own power company, and that bill has nothing to do with the city line. Lakeland Electric also serves Polk City, part of Auburndale and a stretch of unincorporated Polk. What does change at the city line is your tax bill, your permit office, and seven local historic districts where the city has to approve outside work before you start it.

Buying a home in Lakeland: what to know

The rules that apply everywhere in Florida are on the Florida page. These are the Lakeland details that trip people up.

Get pre-approved →
  1. The power company is the city, and it crosses the city line. Lakeland Electric has been run by the city since 1904 and covers 246 square miles and around 144,000 accounts across Lakeland, Polk City, parts of unincorporated Polk County and part of Auburndale. An electric bill from the city does not prove the house is inside the city.
  2. Seven local historic districts, and the city signs off on the outside. Munn Park, Beacon Hill, Dixieland, Lake Hunter Terrace, Biltmore-Cumberland, East Lake Morton and South Lake Morton. A Certificate of Review is required for exterior alterations, new construction, relocation and demolition. Minor items are staff-reviewed in about a day. Interior work is exempt, and there are no paint colour restrictions on existing homes.
  3. Inside the city, you skip the county service unit lines. Polk County levies municipal service taxing units, including library, parks and stormwater, on unincorporated property only. Inside Lakeland the city's own millage replaces them. Pull the parcel and read the taxing district before you compare two tax bills.
  4. The airport is a working freight and training field. Lakeland Linder International is city-operated and hosts more than 65 businesses including air cargo, hurricane research aircraft and several flight schools, plus a major airshow every spring. Homes on the approach paths hear cargo runs at odd hours. Visit at different times.
  5. The flood discount is smaller in the city than in the county. Lakeland is a Community Rating System class 7, worth 15% off nearly every NFIP flood policy in the city. Unincorporated Polk County is class 6 at 20%.

Flood insurance discounts come from FEMA's Community Rating System list, effective April 1, 2026. FEMA reissues it every April 1 and October 1, and a class can change on those dates.

Selling

Selling a home in Lakeland

You have two city accounts to close, not one.

Lakeland Electric bills separately from the city's customer billing office, which handles water and wastewater, solid waste and recycling, and stormwater. Close both and schedule final reads.

Code liens and special assessments can stop the closing.

Lakeland says recorded code enforcement fines are a lien against all real and personal property of the violator and prevent sale of marketable title until satisfied. City special assessments for lot clearing and demolition have priority over other liens and survive foreclosure.

Historic district work needs paper.

If the home sits in one of the seven districts, past exterior work should have a Certificate of Review on file. Pull the permit and review history before you list, so an unapproved window swap or fence does not surface at inspection.

Straight answers

Lakeland real estate questions

Why is my neighbour's Lakeland tax bill different from mine?

Usually the city line. Polk County charges its library, parks and stormwater service unit lines to unincorporated property only, and inside Lakeland the city's millage applies instead. A Lakeland mailing address in Lakeland Highlands or Medulla is often unincorporated.

I want to replace the windows on a Lake Morton home. Do I need permission?

If it is in one of Lakeland's seven local historic districts, yes. Window, door and roof replacements are minor items reviewed by staff, usually in about a day. Bigger jobs like additions or demolition go to the Design Review Committee, which meets monthly. Interiors are exempt.

What flood discount does Lakeland get?

Lakeland is a Community Rating System class 7, worth 15% off nearly every NFIP flood policy in the city. Unincorporated Polk County is class 6 at 20%. The city and the water district also operate control structures on several city lakes.

Should I worry about sinkholes in Lakeland?

Treat it as an inspection item. The state keeps a searchable map of reported subsidence incidents but warns most were never field-checked and the cause is unverified. Use it as a starting point, then ask for the property's insurance claim history and any underpinning records.

Does a Lakeland Electric bill mean the house is in the city?

No, and this trips up buyers constantly. Lakeland Electric also serves Polk City, part of Auburndale and a stretch of unincorporated Polk County. Check the parcel record for the taxing district rather than reading the utility bill.
