Winter Park, FL real estate: buy or sell with a local AXEN agent
Winter Park runs its own power company, and that changes the bill, the outage record and the poles on the street. Two local rules decide more deals here than anything else: renting a home for less than one month is flat-out banned, and you need a city permit to take down almost any tree six inches thick or bigger. On lakefront, a dock needs a board's approval before a building permit is even possible.

Buying a home in Winter Park: what to know
The rules that apply everywhere in Florida are on the Florida page. These are the Winter Park details that trip people up.

The city is the power company. Winter Park voters bought the system and the city took over in June 2005. Electric, water, wastewater and garbage all come on one city bill. The city is burying its overhead lines and aims to finish by 2030, so ask which project area the street is in.

Almost every tree is a permitted tree. A protected tree is any tree at least six inches across at breast height. Palms, fruit trees, cherry laurels, invasive species and anything under six inches are exempt. Removal takes a permit plus replacement trees, or money into the city's tree fund. A live oak or bald cypress 30 inches or bigger is a landmark tree and needs six replacements.

Short-term rentals are banned, not permitted. City code says the rental, use or occupancy of any residential dwelling for less than one month is prohibited. There is no permit to buy and no registration to get. The code board can fine daily, and more for repeat violations.
-
A dock needs a board vote before a building permit. The Lakes and Waterways Advisory Board has to approve docks, boathouses and seawalls first. One dock or boathouse is allowed per residential shoreline, and cleared shoreline is capped at 50 feet or half the width, whichever is less.

There is no flood insurance discount inside the city. Winter Park is not on FEMA's Community Rating System list, so there is no CRS discount inside city limits. Unincorporated Orange County is a class 5 and gets 25% off on nearly every NFIP flood policy there. The same mailing area can mean 25% outside the line and nothing inside it.
Flood insurance discounts come from FEMA's Community Rating System list, effective April 1, 2026. FEMA reissues it every April 1 and October 1, and a class can change on those dates.
Selling a home in Winter Park
Order the city lien search through the city's vendor.
Winter Park does not do it in-house. It reports only what is owed to Winter Park, so your title company still runs a full county search. All liens have to be paid before transfer.
Permit records live in two places, split at 2020.
Permits from 2020 forward are on the city's self-service portal. Anything earlier is in the archived permit search. Older Winter Park homes often have additions, pool decks and enclosures with no record at all.
Close out any tree permit conditions before you sell.
A tree permit's conditions have to be met within 30 days of removal unless the permit says otherwise, and replacement trees carry a one-year survival warranty. A replacement that died or was never planted is an open obligation on the property.
Winter Park real estate questions
Can I rent my Winter Park house on Airbnb for a weekend?
No. City code bans renting any residential dwelling for less than one month, and there is no carve-out to apply for. Fines run daily and higher for repeat violations. A nearby address with a Winter Park mailing name may sit outside city limits, where different rules apply.
Do I get a flood insurance discount in Winter Park?
No. The City of Winter Park is not on FEMA's Community Rating System list, so there is no discount inside city limits. Unincorporated Orange County is a class 5 and gets 25% off on nearly every NFIP flood policy there.
What should I check on a lakefront lot here?
Confirm the dock was approved by the Lakes and Waterways Advisory Board, not just built. Side setbacks can drop to five feet only with a signed no-objection letter from the neighbour, so ask for that letter. Boat size limits apply, and some lakes allow no motor boats.
Why does the city send my electric bill?
Because Winter Park bought its electric system and has run it since 2005. Electric, water, wastewater and garbage arrive on one city bill. The city is also converting overhead lines to underground, which affects streets on a project schedule.
Do I really need a permit to remove a tree in my own yard?
Yes, for almost any tree six inches across or bigger at breast height. You will owe replacement trees or a payment into the city tree fund. Palms, fruit trees, cherry laurels and invasive species are exempt, and so is anything under six inches.
